On April 24, 2023, REA members, community members, and parents attended the Richmond City Council meeting to hear updates on the Richmond City Budget for fiscal year 2024. Previously, union members, RPS families and community supporters attended the City Council budget hearing on March 27 to deliver public comment in support of the City Council fully funding the proposed RPS budget, despite the fact that Mayor Stoney’s proposed budget falls 7 million dollars short of what the Richmond School Board and Superintendent Jason Kamras requested in their proposed budget. After public comment on the FY24 closed on March 27th, the Council moved to continue the discussion at their April 24th meeting. And so the public turned out on April 24th.
Unfortunately, a hearing on the FY24 budget wasn’t included in the City Council agenda for April 24th. So when supporters of Richmond Public Schools turned out, they were surprised to find there was no scheduled budget hearing. All Council discussion of the FY24 budget is set for the May 8th City Council meeting, which will also likely include a vote on the budget.
While it’s distressing how difficult it is for average and yet still informed citizens to keep up with the budget hearings and budget process itself, we must not waver in our support of a fully funded RPS. If we are to fully fund RPS and show the people of the Commonwealth of Virginia that public education and collective bargaining rights are worth fighting for, it is imperative that we let our City Council members know what we want: full funding for the proposed RPS budget for FY24.

El 24 de abril de 2023, miembros de REA, miembros de la comunidad y padres asistieron a la reunión del Concejo Municipal de Richmond para escuchar actualizaciones sobre el presupuesto de la ciudad de Richmond para el año fiscal 2024. Anteriormente, miembros del sindicato, familias de RPS y simpatizantes de la comunidad asistieron a la audiencia del presupuesto del Concejo Municipal 27 de marzo para entregar comentarios públicos en apoyo de que el Concejo Municipal financie completamente el presupuesto propuesto de RPS, a pesar de que el presupuesto propuesto por el alcalde Stoney está 7 millones de dólares por debajo de lo que la Junta Escolar de Richmond y el superintendente Jason Kamras solicitaron en su presupuesto propuesto. Después de que el comentario público sobre el FY24 cerró el 27 de marzo, el Consejo decidió continuar la discusión en su reunión del 24 de abril. Y así resultó el público el 24 de abril.
Desafortunadamente, una audiencia sobre el presupuesto del año fiscal 24 no se incluyó en la agenda del Concejo Municipal para el 24 de abril. Entonces, cuando asistieron los partidarios de las Escuelas Públicas de Richmond, se sorprendieron al descubrir que no había una audiencia presupuestaria programada. Si bien es preocupante lo difícil que es para los ciudadanos promedio y aún informados mantenerse al día con las audiencias presupuestarias y el proceso presupuestario en sí, no debemos vacilar en nuestro apoyo a un RPS totalmente financiado. Si vamos a financiar completamente RPS y mostrarle a la gente de la Mancomunidad de Virginia que vale la pena luchar por la educación pública y los derechos de negociación colectiva, es imperativo que informemos a los miembros de nuestro Concejo Municipal lo que queremos: financiamiento total para el presupuesto propuesto de RPS para el año fiscal 24.
